Collaboration organization guidelines

The FRIB Program Advisory Committee will use the information entered in this section to asses if the collaboration is capable of carrying out the proposed research.

Collaboration organization would be expected to depend on the complexity of the collaboration, but all should have the features of:

  • Well-defined roles
  • Data management plan
  • Defined interface with FRIB
  • Code of conduct
  • Means to resolve conflicts

If the collaboration organization is not in place at the time of submission this should be noted on the submission form. A statement for a proposed organization should be provided. Please inform the FRIB Manager for User Relations when the proposed organization is in place.

Examples:

1) Typical collaborations using FRIB-supported equipment or individual user-owned equipment

The collaboration will adopt the FRIB-defined roles for participants, spokespeople, and contact spokesperson. The contact spokesperson will speak for the collaboration in discussion of scheduling, changes in the proposed experiment, or scheduling of Experiment Readiness Reviews. Roles for participants have been defined and the collaboration has agreement on the distribution of the data and responsibilities for data analysis. The collaboration will adhere to the FRIB Data Management Plan. The collaboration will abide by the FRIB Code of Research Conduct. 

The participants agree that spokespeople will resolve conflicts arising within the collaboration by reaching consensus. If the spokespeople cannot reach a consensus, the contact spokesperson agrees to inform the Manager for User Relations of the conflict. Optionally, the collaboration may note that they would agree to an independent arbiter to resolve the conflict. Note: The FRIB Program Advisory Committee will be informed of cases where an arbiter was needed and the PAC will use this information to assess the likelihood of success of future proposals.

2) Large collaborations with equipment provided by multiple institutions (e.g. FDSi or MoNA)

The collaboration will adopt the FRIB-defined roles for participants, spokespeople, and contact spokesperson. The contact spokesperson will speak for the collaboration in discussion of scheduling, changes in the proposed experiment, or scheduling of Experiment Readiness Reviews. An FRIB instrument interface should be assigned and named to assist in mounting the experiment and coordinating FRIB technical activities. This person agrees to keep the collaboration fully informed of all installations schedules and progress. FRIB Experiment Systems Division (ESD) and Accelerator Systems Division (ASD) will work with this individual. Roles for the experiment participants have been defined and the collaboration has agreement on the distribution of the data and responsibilities for data analysis. The collaboration will adhere to the FRIB Data Management Plan or have a compatible plan that is referenced.  The collaboration will abide by the FRIB Code of Research Conduct and should reference any collaboration code of conduct.

The collaboration would be expected to have a charter agreed to by all participants and the web link to charter should be provided. A high-level summary of the charter should be given.

The participants agree that the collaboration’s executive committee (or other appropriate group as described in the charter) will resolve conflicts arising within the collaboration. If the collaboration cannot resolve a conflict, the contact spokesperson will inform the Manager for User Relations of the conflict. The FRIB Program Advisory Committee will be informed and the PAC will use this information to assess the likelihood of success of future proposals.
